University College Dublin is issuing this notice inviting expressions of interest for the ‘UCD Science Link Phase 2’, using the restricted procedure. The purpose of this stage is to obtain information from applicants to determine their suitability on the basis of the selected criteria.
It is envisaged that the top 5-8 suitable candidates will be shortlisted and invited to tender for the appointment.
UCD intends to construct an extension to the Science Link Building at University College Dublin, Belfield, Dublin 4. The Science Link Building is located between the Conway Institute and Health Sciences Centre. Currently the Science Link Building Phase 1 (approximately 3,000m2) has been constructed and is also identified as the Charles Institute Building. This project shall be defined as Science Link Building Phase 2.
The purpose of this stage is to prepare a shortlist of suitably experienced and qualified Works Contractor candidates to undertake the construction of a new 1,260m2 facility for scientific research and associated activities as an extension to the existing Science Link Building Phase 1. Science Link Phase 2 is the subject of this Suitability Assessment Questionnaire.
The new build extension will be over four storeys with an enclosed plant room at roof level. The scheme will accommodate laboratory areas and clinical research space, meeting rooms, write-up areas, office space and support facilities. Laboratories will comprise wet and damp areas and the supply and installation of laboratory furniture and fume hoods and the installation of all required gases and mechanical and electrical services to the laboratory furniture.
The proposed works will take place throughout the University academic calendar, during both peak and off-peak periods within a tight time scale and will involve integration works to a live building. The works are located in the vicinity of extensive research activity and teaching facilities within a live/populated university campus. The work environment will also be constraint by operational requirements e.g. noise and vibration limits dependant on impact of sensitive research equipment.
Additionally the works will comprise: advanced external envelope installations and roofing installation, internal fit-out, mechanical and electrical fit-out, commissioning, fumehood containment and extraction, research laboratory fit-out, selected bio-containment areas, demolitions, site civil works, utility connections and diversions, landscaping, works to adjoining facilities as well as achieving the required standards of construction and building performance criteria including the co-ordination of the design and the full scope of contract works. The works will also incorporate a number of sustainability features. The Works Contractor will need to demonstrate this experience in their submission.
The project may also include:
1) Extended maintenance contracts for Works Specialists; and
2) The supply and installation of loose furniture.
Co-ordination of all works with the academic calendar, phasing of the works and achieving critical milestone dates are crucial aspects of the contract. The successful contractor may be required to share the site and/or work on the site with other contractors. The management of people, movement of plant and material resources, supply chain and logistical planning, and the co-ordination of the full scope of contract works are paramount in the successful delivery of this complex project and to ensure minimum disruption to University activities. Previous experience of working on a live campus within sensitive areas will need to be demonstrated by the Works Contractor.
The Works Contractor will be responsible for the successful completion of the overall project, the co-ordination of all aspects of the project and the works involved, its final commissioning and certification to an operational research and training facility.
