Tranche 2 Motorway service areas - advance works contract

National Roads Authority (NRA)

The Contracting Authority (National Roads Authority) wishes to procure a contractor to construct grade separated junctions (including a motorway overbridge) on the M6 and M9 motorways to provide access to proposed motorway service areas, which are to be constructed under a separate PPP contract. The proposed motorway service areas will be single sided facilities and will be accesible from the motorway by means of a new grade separated junction to be constructed as part of this advance works contract.
The construction elements of the Contract are currently intended to comprise (in particular, but without limitation) the construction of 2 grade separated junctions on existing live carriageways including motorway overbridge, merge and diverge slip roads and associated earthworks, drainage, fencing and public lighting, road signage and safety barrier.

— An information memorandum and pre-qualification questionnaire are available on the eTenders website at http://www.etenders.gov.ie. Candidates wishing to participate should ensure that the pre-qualification questionnaire is completed and returned with any appropriate documentation, before the closing date set out in the pre-qualification questionnaire, to the address set out at annex A.III. The information memorandum sets out details of the project and the procurement process,

— The Authority reserves the right to terminate the process at any time. The Authority shall not be obliges to enter into a contract with any tenderer,

— The National Roads Authority is subject to the Freedom of Information Acts 1997 and 2003. The candidate shall state if any information supplied by it in response to this notice is confidential or commercially sensitive or should not be disclosed in respect of the request for information under the aforementioned acts. The candidate shall state why it considers the information to be confidential or commercially sensitive. The Authority will consult with any candidate/ tenderer about sensitive information before making a decision on any freedom of information request received,

— The Authority accepts no liability for any costs and/or expenses incurred by any candidate in connection with the competition (including the application and/or attendance interview, if required),

— The acceptance of any tender will be subject to the sanction of the National Roads Authority, and to evidence that the tenderer has a tax-clearance certificate or a sub-contractors C2 certificate within the specified period,

— For non-resident tenderers, a statement of suitability on tax grounds from the Revenue Commissioners in Ireland will be required. The Euro shall be the official currency for the duration of the contract. The Tenderer must bear in full the costs incurred in connection with the preparation of the tender.
