The Voice Communications & Control System (VCCS) consists of software and hardware capable of providing all operational Air Traffic Control ground to air and ground to ground (between centres) voice communications requirements at the Dublin Centre, in the Shannon Region, and at Cork, in accordance with IAA, Eurocontrol, ICAO standards and recommended practices, and European Commission Single European Sky (SESAR) requirements. In July 2011 the IAA conducted an Open Procedure for the replacement of the existing VCCS network, awarding Schmid Telecom AG the contract arising from this procedure. It is now the IAA’s intention to sign a separate contract with Schmid Telecom for the Contingency VCCS at the Shannon ATC Centre on the basis of Article 31 of Directive 2004/18/EC (Regulation 32(b) of Statutory Instrument No. 329 of 2006).
