Supply & fit two 20Mtr minimum working height access platforms for 2 Scania P280DB 4x2 MNA.
The director of engineering requests the supply and installation of 2 access platforms (hoists) to 2 Scania P280DB 4x2 MNAs.
1. Access platform specification request
Overview:
1. The multi-purpose access platform must be a minimum 20 m working height
2. It must be compatible and work safely in conjunction with the Scania P280DB 4x2MNA, specification outlined in PDF attachment to this tender competition on www.etenders.gov.ie specification
3. There must be multiple jacking configurations to enable the machine to work in confined spaces
4. A telescopic boom with fly arrangement
5. Outreach of minimum 15 m
6. Cage rotation of at least 150 degrees
7. Closed height of maximum 4 m
8. Closed width of maximum 3 m
9. Travelling length minimum 10 m
Cage specification:
1. Structural quality aluminium tubes
2. The top rail must be set back from front of cage to provide finger protection
3. Must be suitable to carry up to 300 Kg.
4. Kickboard to be provided
5. Powered rotation of at least 150 degrees
Booms:
1. Hydraulic boom coupled to an independent fly boom
2. Main boom should have a fail safe
Turret:
1. A large slewing ring driven by a hydraulic planetary gearbox and pinion to connect the unit to the chassis
2. The platform must have substantial lateral rigidity
Chassis of proposed hoist unit:
1. Must have high torsional resistance but lightweight properties
2. Powered horizontal and vertical jacks are incorporated along with a none-slip deck
3. A frame to be mounted behind the cage to provide a stowing point for the booms during transport
4. Steps to be provided for easy access to the deck
5. Legally proportioned side guards to be provided between vehicle wheels
Controls:
1. Jacks that are controlled from the lower floor position
2. Fail safe type, all four must be in contact with the ground to enable operation
3. Basket controls to be duplicated at the base
4. All limiting devices are to be positively fail safe in operation
5. Engine start/stop is to be provided at each operating location
Emergency controls:
1. A DC power pack is to be provided in case of engine failure
2. This should provide enough power to return the platform and outriggers to the transport position in case of engine failure
3. A manual override, i.e. a hand pump should also be provided
Jacking:
1. At least 3 jacking configurations are to be provided
a. Full width, spread at least 4 m, max working load at full outreach, max rotation of 360 degrees
b. One sided, spread at least 3 m, max working load at full outreach, max rotation of 180 degrees
c. Narrow jacks, spread at least 2 m, max working load, limited outreach, 360 degrees
Interlocks:
1. The booms must not raise until the jacks are correctly deployed
2. The jacks cannot operate until booms are in transport position
3. The PTO can only be engaged when the handbrake is on
4. If the engine is running the starter cannot be engaged from the platform
5. The platform must be automatically prevented from lowering or rotating into the cab or jacks
6. The emergency power-pack operation should be able to automatically shut down the vehicle engine
7. If the cage is overloaded the platform should stop working
8. Warning lights must be provided to indicate:
a. The booms not stowed
b. Jacks not stowed
c. Light leg
d. Cab protection area
e. Narrow, one side or full jacked position
f. Hazard beacons to be located on the cab and corners for operation and/or transport
9. Manual overrides must be provided for the light leg and cab protection
Hydraulics:
1. Full details to be provided of failsafe saystems
2. The hydraulic system must be of a fail safe design throughout with direct mounted load control valves fitted to all the cylinders as a safety measure against hose failure
3. Filters are to be provided for suction, pressure and return lines
4. Pressure limiting valves are to be used where appropriate
Safety:
1. The machine must confirm with the requirements of the European Machinery Directive and be provided with a CE mark.
2. The modifications necessary to the Scania chassis and cab must not in any way detract, remove or interfere with its safety standing and roadworthiness
3. Testing must provide a 150 % overload in unfavourable conditions and certified by witness
4. All necessary certification must be provided
5. Side & rear impact bars to be marked with reflective markings
6. The vehicle and hoist complete must be complaint with all Irish, EU and international roadworthiness standards
Steelwork protection and painting:
1. Paint work should be priced separately on the tender schedule for the hoist and cab
2. All new steelwork must be shot blasted, primer/undercoated and matt finished Olive Drab NATO Green (RAL 6031)
3. Paint thickness must be 90 to 120 microns
4. Painting details to be discussed with winning tender
Cab painting.
1. The cab of the Scania P280 DB is currently white this cab will also need to be painted colour Olive Drab NATO Green (RAL 6031)
2. The chassis is currently painted black and will not require painting
Pins, bushes and fittings:
1. All pins must be stainless steel in bushes that can be greased
2. All fittings, nuts, bolts to be plated against corrosion

1. As specified by the PDF attachment, Scania P280DB 4x2 MNA
