Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOI request, be examined in the light of the exemptions provided for in the Acts. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors produce a valid Tax Clearance Certificate or C2 Certificate from the Revenue Commissioners. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required. Applications for consideration may be submitted by a single provider or by a group of service providers. The identity of each member of any applicant group and the legal form to be assumed by the group must be advised to the Contracting Authority. Should the contract be awarded to a group of service providers, each company or firm within that group will be jointly and severally liable under Irish law to the Contracting Authority for the fulfilment of the terms of the contract. Group applicants, who are short listed for further consideration, will not be allowed to amend the Group identified in their Expression of Interest when subsequently submitting their proposals for providing the services. Nor will they be allowed to alter the allocation of the responsibilities assigned to individual members at any subsequent stage without the written approval of Dublin City Council. Dublin City Council reserves the right to disqualify an applicant who makes changes to the applicant group after submission of their Expression of Interest. It is intended to shortlist 5 candidates provided that there is a sufficient number of candidates qualified. Having first checked their eligibility under Section III, candidates will then be short listed on the basis of the following required information: (1) A list of all relevant works over the past 3 years and in particular the 3 No. key projects carried out by each firm in the past 3 years which are considered to be the most relevant to this service should be highlighted. The scale of each project should be indicated together with a brief description, capital value or value of the Service Provider's contract, references and/or contact personnel. Experience of members of consortium (if applicable) in collaborating together on similar projects or with other groups should be included. (Weighting: 50 %) (2) Education, professional qualifications and relevant experience of managerial staff and of those senior staff who may become responsible for providing the services. (Weighting: 40 %) Details of these requirements shall be submitted including CVs of senior management. (3) A statement of the Service Provider's measures for ensuring quality. (Weighting: 10 %) Candidates shall submit their quality assurance and quality control procedures. Where the candidate has ISO 9001 accreditation or equivalent, evidence of this shall be supplied. Tenders shall be submitted in a sealed envelope and clearly marked: "Spire of Dublin Maintenance Contract - Expressions of Interest" and sent to the address in Annex A.111 by the date and time in Section IV.3.4. Service Providers must register their interest on the etenders web site in order to be included on the mailing list for clarifications.
