Single Party Framework Agreement For The Provision Of Legal Services
The Grangegorman Development Authority (GDA) is a statutory agency established in 2006 to redevelop the Grangegorman site in Dublin city centre. The challenge is to plan for and implement a complex, multi-phased development that provides:
— a high quality area with physical linkages to Smithfield, Phibsborough, Prussia Street, and the City Centre,
— new health care facilities for the Health Service Executive (HSE),
— new urban campus for Dublin Institute of Technology (DIT),
— new arts, cultural, recreational and public spaces to serve the community and the city,
— primary school, public library and children’s play spaces, and
— complementary mixed-use development.
As a statutory agency, the GDA currently requires legal services across the range of its core and non-core functions. In this regard, the GDA is establishing a single party framework agreement, the successful member of which will assume responsibility for providing advice and guidance concerning decision making, statutory interpretation and the drafting of processes, policies and rules. It is anticipated that required support will fall within the following general categories:
— Corporate law,
— Contract law,
— Employment law,
— Construction law,
— Conveyance/land transfer,
— Legal representation services,
— Dispute resolution,
— Insurance advice,
— Procurement law,
— Property law,
— Public private partnership advice,
— Taxation advice.
It is imperative that the successful framework member is fully capable of providing a service of the highest quality across all of the areas outlined above.
