Safefood is a North-South body, responsible for the promotion of food safety on the island of Ireland. It wasestablished in 1999 under the terms of the British-Irish Agreement Act 1999 and the North-South Co-operation (Implementation Bodies) Northern Ireland Order 1999.
Safefood proposes to engage in a competitive process in order to establish a single-operator framework agreement for Media Buying Services.
The duration of the framework agreement will be for 4 years. For the avoidance of doubt, the period for delivery of any subsequent contracts entered into under the framework may extend beyond the date of expiry of the framework.

The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish statutory instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to aperson who has or has had an interest in obtaining the framework agreement (including the reviewable publiccontract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the lawin relation to that framework agreement and reviewable public contract.
