Single party framework agreement for advertising and media planning and buying services

This framework agreement will cover the requirements for advertising and media planning and buying services to meet DCUโs requirements over a 4 year period.
The purpose of this competitive process is to identify a service provider capable of providing an integrated solution to the creation, management and execution of campaigns for both student recruitment/brand and HR recruitment advertising. It is expected that the campaigns will feature across a variety of media including radio, digital and outdoor, with the ultimate aim of reinforcing the core attributes of the DCU brand, and in so doing to position DCU as the destination of choice for high-calibre, highly-skilled students and staff.
A key requirement of the service will be how the agency will manage the agency/client relationship with DCU on a day to day basis, including specific details on mechanisms for identifying and resolving any quality control issues on the account, and how they propose to meet DCUโs requirement for a sole point of contact for both creative/ production and media, and ready access to the account management team.
It is anticipated that quarterly reviews will take place to cover the service provision in areas such as quality control, assessment of results against objectives for various campaigns, competitor reviews, relationship management, communications, process review, lead in times etc.
The successful organisation should be fully aware of emerging technologies and be informed and innovative in the adoption of new forms of media. The organisation should have ready access to appropriate research relevant to DCUโs staff and student target markets. This should translate to a proactive approach to informing DCUโs marketing and advertising strategies.
