Public Relations Consultancy Services for Bord Gáis Éireann
Bord Gáis Éireann wishes to procure certain PR Consultancy Services to provide support to an internal team. It is anticipated that the contract will begin in February 2012.
It is anticipated that contracts awarded will be for a period of three (3) years, with an option to extend once for a period of up to a maximum of two (2) years, subject to an annual review after the three (3) year period and at the sole discretion of Bord Gáis Éireann. The contracts to be awarded under this competition are divided into five Lots:
— Lot 1:
Title: Media Relations, Financial Public Relations "PR", Crisis Communications and Corporate Affairs – Location: Republic of Ireland.
Description: The provision of the above services in order to increase Bord Gáis Éireann’s presence and reputation in the energy market in Ireland and offset the negative impact of any potential PR crisis situations. The central locations for operations are Cork and Dublin (mainly Dublin). It is envisaged that this lot will be awarded to a single service provider and may involve a single-party framework agreement or a contract for services.
— Lot 2:
Title: Product PR, Customer Relations, Event Management and Sponsorship Management – Location: Republic of Ireland.
Description: The provision of the above services in order to increase Bord Gáis Éireann’s Energy division’s presence across business and residential energy markets within the Republic of Ireland, create further awareness of product range and increase/maintain a positive profile. The central location for operations is Dublin. It is envisaged that this lot will be awarded to a single service provider and may involve a single-party framework agreement or a contract for services.
— Lot 3:
Title: Public Affairs – Location: Republic of Ireland.
Description: The provision of the above services in order to enhance Bord Gáis Éireann’s engagement and reputation with key stakeholders and decision-makers in the political, economic and customer arenas in the Republic of Ireland. The central locations for operations are Cork and Dublin (mainly Dublin). It is envisaged that this lot will involve a framework agreement with up to three service providers.
— Lot 4:
Title: Media Relations, Financial PR, Crisis Communications and Corporate Affairs, Product PR, Customer Relations, Event Management and Sponsorship Management – Location: Northern Ireland.
Description: The provision of the above services in order to increase firmus energy’s and Bord Gáis Éireann’s profile and reputation within the energy market in Northern Ireland, and offset the negative impact of any potential crisis situations, and to generate greater presence across business and residential energy markets, further awareness of product range and increase/maintain a positive profile. The central location for operations is Antrim. It is envisaged that this lot will be awarded to a single service provider and may involve a single-party framework agreement or a contract for services.
— Lot 5:
Title: Public Affairs – Location: Northern Ireland.
Description: The provision of the above services in order to enhance firmus energy’s and Bord Gias Éireann’s engagement and reputation with key stakeholders and decision-makers in the political, economic and customer arenas in Northern Ireland. The central location for operations is Antrim. It is envisaged that this lot will involve a framework agreement with up to three (3) service providers.
The requirement for the services for Lots 1-5 is being tendered by Bord Gáis Éireann.
Succesfull tenderers / service providers will either:
— in respect of lots 1,2 and 4, enter into contracts for services or single-party framework agreements for PR Consultancy Services; or,
— in respect of lots 3 and 5, enter into a multi-provider framework agreement with a number of other successful tenderers / service providers.
The successful tenderer(s) / service provider(s) shall be required to adhere to any unbundling/separation requirements of BGE in relation to its energy and networks businesses with respect to its obligations under Directive 2009/73/EC of the European Parliament and of the Council of 13.7.2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC and any associated/applicable Irish implementing legislation or other associated/ applicable EU legislation from time to time.
