Provision of national digital photography & grading service for screening of diabetic retinopathy

In pursuance of its statutory functions the National Cancer Screening Service (NCSS) wishes to invite tenders from suitably qualified service provider/s for the provision of a national digital photography and grading service for the screening for diabetic retinopathy for and on behalf of the National Cancer Screening Service.
The NCSS wishes to commission a safe, seamless service that delivers effective screening and treatment across the entire service. This includes but is not limited to programme leadership and management, information centre, photography/grading service and referral and treatment service. The aims of a national diabetic retinopathy screening programme are to:
โ€” Detect sight threatening diabetic retinopathy which is treatable,
โ€” Detect any diabetic retinopathy that it is possible to detect with approved digital retinal photography equipment,
โ€” Provide screening on a call/recall basis according to best practice guidelines,
โ€” Refer patients in a timely way for ophthalmic assessment and treatment, as required.
The chosen service provider/s will be expected to carry out screening services at various convenient locations throughout the Republic of Ireland. Service provider/s will provide screening clinics weekly Monday to Friday with core hours from 8:00 am to 8:00 pm daily and optionally on Saturdayโ€™s.

The national programme will be a population-based, call-recall programme of screening for sight-threatening diabetic retinopathy, delivered on an annual/bi annual basis or as determined by the NCSS. Screening will be by digital photography and will be offered to people with diagnosed diabetes, aged 12 years and over, registered with the programme. The programme will be delivered locally and provided to the highest, internationally comparable, quality assured standards. The NCSS anticipates for a population (12 years+) of 3 821 236 based on 2006 census that a projected 5.6 % or 214 000 will be diabetics. Based on an 80 % uptake, the NCSS would anticipate photographic/grading of 172 000 eligible individuals yearly or as determined by the NCSS.
