Provision of Legal Services under a Framework Agreement for The Pensions Board

The Pensions Board

The Board wishes to appoint a panel of legal firms to a framework agreement and is inviting Tenders from suitably qualified firms. The legal services required include both advisory and representational services, as more particularly described in the full tender documentation available as an additional document.
The Board gives no guarantee that it will procure any services from those appointed to the framework agreement. Where the Board wishes to draw down services, it shall do so in accordance with the terms of the draft framework agreement.
Tenderers may submit for one or more of the following Lots:
โ€” lot 1: Drafting of pensions legislation (primary and secondary) as required by the Board and related consultancy.
The Board intends to appoint 5 Tenderers for the provision of Lot 1 services.
โ€” lot 2: The provision of legal advice to the Board, in the areas of pensions law, trust law, public administrative law and tax law as related to pensions. Under this Lot 2, successful Tenderers may be required to provide training services.
The Board intends to appoint 5 Tenderers for the provision of Lot 2 services.
โ€” lot 3: Litigation services and related advice, excluding prosecution services. This work is expected to mainly comprise civil litigation services under Part IX of the Pensions Act and representing the Board in respect of any judicial review or court appeals taken by parties affected by its decisions.
The Board intends to appoint 5 Tenderers for the provision of Lot 3 services.
