If a decision is made to invite tenders for further modules, four shortlisted tenderers will be invited to tender for any subsequent project. Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors produce a valid Tax Clearance Certificate or C2 Certificate from the Revenue Commissioners. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.

Suppliers must register their interest on the etenders web site in order to be included on the mailing list for clarifications.

The framework agreement is primarily for use by the Environment and Engineering Department, but may also be extended for use by other divisions of Dublin City Council as requirements arise.

The criteria to be used for establishment of the Framework Agreement and for award of the first contract are included in the Particulars section of the Instructions to Tenders. The following criteria will be used for subsequent mini tender competitions (weightings to be advised at mini tender competition stage).

Quality and level of resources of proposed project team to undertake the duties outlined in the mini competition document.

The formal contract will be between Dublin City Council and the Service Provider only.

However, the course is intended for staff of all Irish Local Authorities, An Garda Siochana and the Health Service Executive.

The training programme including any concept, guidelines, training materials or other materials developed during the contract shall be licenced to Dublin City Council and may be used by Dublin City Council or any of the above organisations at any time for any purpose, without recourse to the Service Provider and at no extra cost over the original tender price.
