Measurement of the transit of end-to-end services for single piece priority mail and first class mail within Ireland in accordance with the European Standard EN13850+A1:2007 and the Implementation Guidelines TR14709 and submission of results to ComReg for publication.
The work must be managed according to the International Chamber of Commerce/ESOMAR International Code of Marketing and Social Research Practice.
The sample design must be based on information in respect of real mail flows, supplied by ComReg, obtained from the universal service provider(s).
This information must be checked and audited in accordance with the European Standard, EN 13850 +A1:2007.
ComReg will specify in the tender document how the European Standard, EN 13850+A1:2007, is to be adapted to suit the specific characteristics of the Irish market.

(b) All Candidates who satisfy the minimum pre-qualification criteria set out in this PQQ will be โ€œpre-qualifiedโ€ and invited to tender for the Services in accordance with a separate Invitation to Tender (โ€œITTโ€) process. (c) Candidates shall state if any of (and the reasons why) information supplied by them in response to this notice is confidential or commercially sensitive or should not be disclosed in respect of a request for information under the Freedom of Information Acts 1997-2003. (d) Any contract award is subject to production of a current tax clearance certificate from the Revenue Commissioners in Ireland. (e) All costs incurred by Candidates/Applicants in preparing Pre-Qualification Questionnaire submissions and/or tenders must be borne by them. ComReg accepts no liability for these costs, irrespective of the outcome of the competition, or if the competition is postponed or cancelled. (f) ComReg may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the services for the project by alternative means if it appears that the services for the project can thereby be more advantageously procurred. (1) Each candidate will be required to provide a reference from its bank.
(2) Each candidate will be required to provide evidence of relevant professional risk indemnity insurance.
