Measurement of the transit of end-to-end services for single piece priority mail and first class mail within Ireland in accordance with the European Standard EN13850+A1:2007 and the Implementation Guidelines TR14709 and submission of results to ComReg for publication.
The work must be managed according to the International Chamber of Commerce/ESOMAR International Code of Marketing and Social Research Practice.
The sample design must be based on information in respect of real mail flows, supplied by ComReg, obtained from the universal service provider(s).
This information must be checked and audited in accordance with the European Standard, EN 13850 +A1:2007.
ComReg will specify in the tender document how the European Standard, EN 13850+A1:2007, is to be adapted to suit the specific characteristics of the Irish market.

(1) Each candidate will be required to provide a reference from its bank.

(2) Each candidate will be required to provide evidence of relevant professional risk indemnity insurance.

(3) Each candidate will be required to provide a statement, covering the two previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

(4) Each candidate will be required to provide statements of accounts or extracts from those accounts relating to their business.

(1) Details of the educational and professional qualifications and relevant experience of their managerial staff and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract.

(2) A statement of the principal services provided by the supplier or the services provider in the past 5 years (by reference to three (3) relevant previous contracts), detailing how the services provided were of similar nature, size and complexity to the services required; the dates on which the services were provided; the consideration received; the identity of the person to whom the services were provided and the identity of the persons who provided the services concerned.
