Quantity or scope:
The term of contract will be for one year with a biannual review and the possibility of extension of the contract on an annual basis to a maximum of 3 years. The contract will include:1. Provision of traffic wardens and on-street enforcement of parking & traffic regulations & bye laws in accordance with bye-laws, schedules and any amendments thereafter*;2. Provision of traffic wardens and off-street enforcement of parking & traffic regulations & bye laws in publicly owned and operated off street carparks in accordance with pay parking bye-laws, schedules and any amendments thereafter*;3. The general enforcement of pay & display parking in Mallow Town;4. The general management & administration of the service;5. Set up, administration and management of an IVR payment system;6. Set up, administration and management of a web based online payment system;7. Provision of web hosted access to this payment system to Mallow Town Council to facilitate payment in the council offices;8. Collection, counting and transit to bank of cash from pay and display parking machines;9. Provision of handheld "Husky", type data logger/computers, digital cameras, office equipment and all other necessary associated equipment;10. Management, first line maintenance & Upkeep of existing on street parking machines, (this does not include for the ongoing preventative & operational maintenance of the machines, however the winning tenderer will be required to report faults & problems with the machines to the councils nominated contractor when they are discovered).These shall include the road traffic, (traffic & parking), Regulations 1997, The County of Cork Traffic and Parking Bye Laws 1986, The Mallow Town Council pay parking bye laws & schedules & other associated regulations & legislation, under the Road Traffic Act.Each applicant is to fill in and return the attached minimum requirements documents as part of their tender submission. The items listed in the minimum requirements are eligibility criteria that the council will be utilising in this tender competition to assess the competence of tendering contractors to satisfactorily execute this proposed contract. As such, all items need to be filled in as detailed and are Pass/Fail items.The contractor will be required to take and receipt payment from the public during the operation of this contract. This will be via receipt of IVR and E-payments.The contractor must be in a position to provide both an IVR based payment system and an online, E-Payment system. The contractor is to allow for secure web hosting of this payment system in the council offices to facilitate over the counter & postal payments in Mallow Town Hall.The service will operate within the boundary of the parking bye-laws in the town of Mallow which is detailed in the map included as part of the works requirements.Any agreed IVR and E-Payment system will be required to be audit compliant with the Councils Financial management system.It is a stipulation of this contract that the use of clamping, impounding or any other such tool of enforcing parking compliance will be prohibited in the operation of any contract awarded by Mallow Town Council.Tenders will be evaluated using the most economically advantageous tenderโ€™ approach which will utilise a set of minimum contractual requirements and a quality based marking scheme, (detailed in the contract documents). As part of this approach, the top 3 ranked tenderers, who meet the requirements of the selection criteria, will be asked to attend for interview to supplement the information supplied in the tender pack.Interested applicants must demonstrate a minimum of five years experience or experience of 3 similar contracts within the last 5 years, working with a public Authority in the capacity of provision of on-street traffic wardens/pay parking enforcement and associated administrative work in this field in accordance with pay parking by-laws, The Road Traffic Act 2002 (and as amended by the Road Traffic Act 2006) and the local authorities (Traffic Wardens) Act 1975 (including but not solely from issuing a parking fine to court hearing). Experience of similar contracts will be deemed as suitable relevant experience where they meet the criteria for similar contracts set out in Appendix 2 of the application form.The applicant must also be flexible in provision of first line pay and display machine maintenance.
