Waterford County Council invites expressions of interest from suitably qualified engineering consultancy companies with experience in the design and construction of public sewerage schemes for the appointment as consultant for the "Passage East Sewerage Scheme". The appointment shall be in accordance with the "Standard Conditions of Engagement of Consultancy Services (Technical)" published by the Department of Finance. The appointment shall be for the following stages of the project:
Stage (i) preliminary report.
Stage (ii) design/contract documentation.
Stage (iii) tender action/evaluation/award.
Stage (iv) construction.
Stage (v) handover of works.

Provide evidence of economic and financial standing criteria - Article 47 of Directive 2004/18/EC (and Regulation 55 of SI of No. 329 of 2006).

Contract execution
Deposits and guarantees required:
Evidence must be provided of having in place professional indemnity insurance, with an indemnity limit of at least 6.5 million EUR for each and every claim, together with the terms of the policy.
Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
A fixed price tender proposal is required for Stage (i) in accordance with the Department of Finance Standard Conditions of Engagement for Consultancy Services (Technical).
A percentage fee proposal is required for each of Stages (ii), (iii), (iv) & (v).
Waterford County Council operates in accordance with the European Communities (late payment in commercial transactions) Regulations 2002.
Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Prior to the award of contract any group of consultants must form a legal entity. Where a consortium of partnership or firms is proposed, a single named service provider, who shall be jointly and severally bound for the delivery of the service specified in the brief to be issued to the shortlisted candidates by the Contracting Authority.

It is a condition for the award of this contract that the firm selected and all its proposed sub-consultants must be able to produce a valid tax clearance certificate or C2 certificate. The consultant to whom the contract is awarded and all sub-consultants shall continue to hold valid certificates for the duration of the contract.
