N4 The Downs grade separation design build contract

The contract comprises the design, execution and completion of the N4 The Downs grade separation scheme, including without limitation the provision of:
— A new dumbbell type grade-separated junction on the existing N4 Dual Carriageway,
— Approximately 0,7 kilometres of single carriageway connector road,
— 1 no. principal bridge structure, 1 no. pedestrian overbridge, together with all other structures necessary as part of the design and the works,
— Approximately 5,7 kilometres of dual carriageway overlay and rehabilitation works,
— An at grade roundabout junction,
— Various direct accesses and access tracks,
— Various landscape, environmental and mitigation works,
— Various culverting and re-alignment of field ditches and the provision of attenuation ponds and drainage outfalls,
— Various fencing, safety barrier systems and drainage works,
— Various signing, lining and lighting works,
— Various earthwork works, including in areas of soft ground,
— Various works including diversions of the assets of the authorities, utilities and service providers and private utility services,
— Various closures of existing central reserve openings, local road junctions and private accesses,

(a) All Applicants are required to provide the information requested in the prequalification documentation which can be downloaded from the e-tenders website (www.etenders.gov.ie) or request in writing from the project coordinator, Ambrose Clarke, as per annex A.I; (b) The Contracting Authority is subject to the provisions of the freedom of information acts. Therefore, where applicants consider any information they provide in the course of this competition to be commercially sensitive or confidential in nature, the Contracting Authority shall be so advised and the reasons specified. The nature of the documentation may then be taken into account by the Contracting Authority in considering requests, if any, for access to such information under the freedom of information acts; (c) Applicants shall bear all costs associated with the preparation and issue of their request to participate submission and, if selected to tender, their tender. The Contracting Authority shall not be responsible or liable for any costs, expenses or losses which may be incurred by the Applicant in the preparation or submission of its request to participate submission and/or tender or in relation to any interviews, presentations, clarifications or additional information associated with the evaluation of submitted requests to participate/tenders that may arise following submission, regardless of the conduct or outcome of the procurement process; (d) It is a condition of the award of this contract that the successful applicant is able to promptly provide a valid tax clearance certificate from the revenue commissioners in Ireland, or for a non-resident, a statement from the revenue commissioners in Ireland confirming suitability on tax grounds; (e) Nothing in the pre-qualification documentation attached to this notice is, nor shall be relied upon as, a promise or representation as to the ultimate decision of the Contracting Authority in relation to the award of the contract.
