The official government prequalification questionnaires and marking system is applicable to all main contractors and to their proposed specialist sub-contractors (see pre qualification questionnaire available at: www.etenders.gov.ie).There is not a requirement to have the appendices B1 & B2 of the prequalification questionnaires completed by the certifier/referee but they should be filled out by the applicant themselves. Applicants are to sign the appendices in the box provided for the signature of the certifier/referee and verification may be sought from previous employers. Failure of a main contractor to pre qualify the necessary specialists (mechanical; electrical; lifts; stone work / pre-cast panels / curtain walling; external windows / doors; water feature design and installation) will automatically cause an application to fail. Dublin City Council is subject to the provisions of the Freedom of Information (FOI) Act's 1997 and 2003. If an applicant considers that any information supplied is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material may, subject to the provisions of the Act, be protected from access in response to a FOI request. Dublin City Council is also subject to the European Communities late payment in Commercial Transactions Regulations 2002 and to the prompt payment of accounts acts. Compliance with all pension and sick pay requirements in accordance with the registered employment agreement between the trade unions and the department of labour is an absolute requirement. It will be a condition of any contract awarded by Dublin City Council that the successful candidate and all sub-contractors produce a valid tax clearance certificate or C2 certificate from the revenue commissioners. In the case of a non-resident tenderer, a statement of suitability from the Revenue Commisioners in Ireland will be required. Suppliers must register their interest on the etenders web site in order to be included on the mailing list for clarifications.
