The scope of this contract will be to provide mechanical labour and/or high pressure specialist welding resources both on a planned outage and/or emergency breakdown requirement. The scope will include provision of all the necessary PPE, support tooling and documentation to meet current Irish safety standards. Employed labour may b employed as a self-supervising team or to enhance the existing plant maintenance team. The manpower requirement is not linear and it is envisaged that the labour requirement will be zero during normal plant running. There will also be a requirement to have labour available at short notice (<6 hours from time of notification) to meet breakdown or opportunistic maintenance requirements.

(1) It is Synergen Power Ltd and Utility O&M Services Ltd intention to shortlist suitable candidates.
(2) Synergen Power Ltd and Utility O&M Services Ltd will not be responsible for costs, charges or other expenses incurred by candidates, whether or not a final contract is awarded.
(3) This Notice is to serve as the sole call for competition for this contract.
(4) Requests cannot be entertained beyond the date stipulated in Section IV.3.4
(5) In connection with the award of the contract, the Tenderer shall be required to identify the entity that would be responsible for the receipt and processing of orders and the resolution of any and all problems relating to this contract.
(6) In responding to this Notice companies must indicate if they propose to submit a group bid and, if so, must provide full details fo the participating companies.
(7) The negotiated procedure will be used, however, the contracting entity retains the option to accept inital bids without further negotiations.
(8) The final contrct may be divided into Lots. Details of these Lots will be specified in the tender documents and finalised during the ensuing tender assessment process. The award of the respective Lots will be at Synergen Power Ltd and Utility O&M Services sole discretion.

Suitability to pursue the professional activity:
(1) Acceptance of Irish Law as governing any contract awarded.
(2) Acceptance of the jurisdiction of Irish Courts.
(3) A statement that no record exists againstt he bider of successgul court actions involving fraud or other major breaches of the Companies Act in Ireland or similiar law in any other jurisdiction.
(4) A statement that the applicant has fulfilled its obligations relating to the payment of taxes and social security contributions in Ireland or any other state in which the tenderer is located.
(5) Vendor name and address and full contact details (phone, fax, email) of the representative responsible for the expression of interest.

Technical and professional ability:
Details of similar contracts within the utilities sector (within the last 5 years), including customer names, dates and contract scale/duration. The applicant's role in any contract should be clearly stated.
Contractors should give details of ability to provide manpower at short notice (>6 hours from time of notification) to Dublin Bay Power Plant.
State whether the applicant has a relevent ISO / EN certification (or equivalent) and, if so, the name and address of the third party accreditation agency. Applicatns who do not hold a relevent ISO / EN certification (or equivalent) should state whether they are working toward scertification and, if so, the target date of certification. Applicants who do not hold a relevant ISO / EN certification (or equivalent) but have a quality system of comparable standard should provide sufficent details to enable their system to be assessed.

If the tender is submitted by a group of suppliers, then those suppliers, if awarded the contract, shall assume such legal form by corporation, partnership or otherwise as will enable them to contract as a single entity and to assume joint and severable responsibility for the contract. The requirements in Setion III.2.1 must be met in full by each of the group bidders.
