Long-term oil storage facilities - lot 1 (Dublin) and lot 2 (rest of Ireland excluding Dublin)

NORA plans to secure significant additional capacity for oil storage within or adjacent to existing oil storage terminals in Dublin (lot 1) and the rest of Ireland (excluding Dublin) (lot 2) in accordance with specified criteria and will require sucessful tenderers to provide:
(1) a suitable brownfield or greenfield site for the purpose of procuring full planning permission (where it does not already exist);
(2) oil storage facilities in accordance with NORAโ€™s specifications and requirements, which may consist of the hire of existing storage tanks, new build works or the refurbishment of existing storage tanks; and
(3) long-term storage facilities for NORA (such arrangements may or may not include ongoing operations and maintenance functions) for a minimum period of 15 years.

NORA anticipates that it will require successful tenderer(s) to provide either one, or a combination, of the following: (1) a suitable brownfield or greenfield site for the purpose of procuring full planning permission (where it does not already exist); (2) oil storage facilities in accordance with NORAโ€™s specifications and requirements, which may consist of the hire of existing storage tanks, new build works or the refurbishment of existing storage tanks; and (3) long-term storage facilities for NORA (such arrangements may or may not include ongoing operations and maintenance functions) for a minimum period of 15 years. Candidates wishing to pre-qualify in respect of lot 1 (Dublin) should be aware of the requirement to have access to the common oil pipeline (COP). NORA seeks candidates to pre-qualify in respect of eligibility requirements (stage 1) and minimum requirements (stage 2). pre-qualified candidates shall then proceed to have their proposed sites assessed by NORA. The site(s) proposed by a pre-qualified Candidate must satisfy each of NORA's minimum site suitability requirements. Where a pre-qualified candidate's site is selected as suitable by NORA, the candidate shall be invited to participate in dialogue in accordance with the invitation to participate in dialogue (ITPID). Upon completion of the competitive dialogue process, the successful tenderer(s) will be required to enter into a contract. It is anticipated that such contract(s) will oblige the successful tenderer(s) to procure the design and construction of works (or refurbishment of existing facilities) and upon practical completion of such works or refurbishment, the successful tenderer(s) shall provide long-term storage facilities for NORA.
