The estimated spend on legal services is in the region of 450 000 EUR per year with an approximate breakdown on the basis of each Lot as follows:Lot 1 Property Based services - 160 000 EUR per year.Lot 2 Code Enforcement - 210 000 EUR per year.Lot 3 Financial Recovery - 10 000 per year.Lot 4 Logal Government Advisory Services - 10 000 EUR per year.Lot 5 Employment Law - 10 000 EUR per year.Lot 6 Public Procurement - 20 000 EUR per year.Candidates should note that these figures are supplied for indicative purposes only as there is no guaranteed expenditure under the framework agreements. Similarly, as requirements for legal services may vary from year to year, the figures provided above should not be interpreted as a guarantee on the expenditure proportion of each lot.The duration of each framework agreement will be for an initial period of 2 years. At an appropriate juncture, the operation of the Frameworks will be reviewed and the Contracting Authority reserves the right to extend the term of the frameworks for a further period of 2 years or to discontinue the frameworks. For the avoidance of doubt, it should be stated that the period for delivery of any subsequent contracts entered into under each framework may extend beyond the date of expiry of that framework.

Additional Information.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government procurement opportunities portal (www.etenders.gov.ie) only. Registration is free of charge. The Contracting Authority will not accept responsibility for information relayed (or not relayed) via third parties

2) This is the sole call for competition for this service.

3) The Contracting Authority will not be responsible for any costs, charges or expenses incurred by candidates, participants or tenderers.

4) Establishment of the frameworks will be subject to the approval of the competent authorities.

5) At its absolute discretion, the Contracting Authority may elect to terminate this procurement process, the framework agreements or any contract awarded under the framework agreements at any time.

6)In respect of the Frameworks where one firm only is to be admitted, that is framework 3 financial recovery, framework 5 employment law and framework 6 public procurement, the following provision will apply –

The top scoring tenderer under each of these frameworks will be appointed to that framework. If for any reason following the conclusion of this competitive process, it is not possible to admit the invited tenderer to a given framework, the Contracting Authority reserves the right to invite the next highest scoring tenderer to be admitted to that framework, as appropriate. This provision shall be without prejudice to the right of the Contracting Authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.

In respect of the frameworks where three firms are to be admitted, that is framework 1 property based services, framework 2 code enforcement and framework 4 general local government legal advisory services, the following provision will apply –.

The three top scoring tenderers under each of these frameworks will be appointed to that framework. 7)Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition at the application stage.
