National Transport Authority (NTA)

The National Transport Authority (NTA) is a statutory body established by the Minister for Transport on 1.12.2009. At a national level, the NTA has responsibility for securing the provision of public passenger land transport services.
The NTA also has responsibility for the development of an integrated transport system within the Greater Dublin Area (GDA). The principal functions of the NTA with respect to the GDA are:
โ€” strategic planning of transport,
โ€” development of an integrated, accessible public transport network,
โ€” promoting cycling and walking,
โ€” provision of public transport infrastructure generally including light rail, metro and heavy rail,
โ€” effective management of traffic and transport demand.
In 2011, the NTA took over statutory responsibility (from the Railway Procurement Agency, RPA) for the completion and delivery for the Integrated Ticketing Scheme (ITS) in the Greater Dublin Area.
RPA on behalf of NTA invites tenders for the provision of Student Travel Cards. The Student Travel Card is Irelandโ€™s largest National travel card offering exclusive discounts on Irish Rail, Dublin Bus, DART and Luas.

Also eligible are those currently studying for at least 6 months duration with a minimum 20 hours class time per week. The procurement of Contract ITS7033 provision of Student Travel Card is not subject to Directive 2004/17/EC of the European Union and the European Communities (Award of Contracts by Utility Undertakings) Regulations 2007 and is being advertised on a voluntary basis by NTA. NTA or RPA shall not be responsible for any costs, expenses or charges incurred by candidates involved in this process. Award of contract may be subject to successful interview. Tenderers are advised that RPA is subject to the Freedom of Information Acts 1997 and 2003 (as amended). If a Tenderer considers that any of the information supplied with its Tender should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, they must, when providing this information, clearly identify the specific information they do not wish to be disclosed and clearly specify the reasons for its sensitivity. Conditions for participation
Suitability to pursue the professional activity:
(1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

(1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

Technical and professional ability:
(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract.
(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.

(4) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
