Dublin Airport Authority currently has Standard 1, Standard 2 and Standard 3 certified HBS (Hold Baggage Screening) EDS (Explosive Detection System) X-Ray equipment in service across its 4 Terminals at Cork, Dublin and Shannon Airports. As a result of EC Direction 185/2010 (EU 300 Regulatory framework of 2008) Standard 1 EDS will expire on 1.9.2012. It is consequently the intension of the Dublin Airport Authority plc to upgrade/replace existing Standard 1 HBS EDS X-Ray equipment by September 1st 2012 with the integration and installation of Standard 2 certified HBS EDS X-Ray equipment into the existing HBS Systems.
This OJEU notice and Pre Qualification Questionnaire is for the procurement of services from a Design & Build Contractor to carry out the design, supply, installation, testing and commissioning of an integrated Standard 2 compliant HBS system, as per the following information for in-line and stand-alone (out of gauge) locations, to maintain a five level HBS system in Dublin Terminal 1, Cork & Shannon Airports. The Design & Build Contractor shall be appointed as PSDP (Project Supervisor Design Process) and PSCS (Project Supervisor Construction Process) for all responsibilities and duties required under the Heath & Welfare at Work (Construction) Regulations 2006.
All works must be phased to allow operational functionality of the existing systems to be maintained for the duration of the Project.
The Client will also seek the option for a separate Support and Maintenance Framework Contract for the BHS (Conveyors) &/or HBS X-Ray equipment in some or all of the DAAโ€™s 4 Terminals (Dublin T1, Dublin T2, Cork & Shannon).
