Quantity or scope

The scope of the work includes (but is not limited to) the following:— Carry out all duties of Consultant under Department of Finance Public Works Standard Conditions of Engagement for Consultancy Services (Technical) Stage (i) Preliminary,— Generally comply with the requirements of applicable DEHLG circulars, the DEHLG Project Control System, and with DCC project management procedures,— Gather and review all existing data relevant to the scheme,— Identify, procure and manage any necessary third party contracts including but not limited to CCTV survey, flow survey, water quality survey and site investigations,— Construct a detailed hydraulic model of the City Centre Drainage Catchment which covers an area of 3 500 hectares with a population of approximately 140 000 and includes over 10 000 manholes and 500 km of pipe network taking into account the previous model constructed as part of the GDSDS project (2005),— Verify the hydraulic model at over 180 flow monitor locations using data from previously completed 2010 flow survey,— Build a water quality model of the City Centre Drainage Catchment which will incorporate the receiving water bodies,— Determine the impact, if any, of the Combined Sewer Overflows on the aquatic environment i.e. River Liffey,— Produce a Preliminary Design Report,— Liaison with stakeholders,— PSDP and Designer duties and reporting to client under the Safety Health and Welfare Construction Regulations 2006 and the Safety Health and Welfare at Work Act 2005,— Progress reporting and client meeting,— Develop the Update Risk Allocation Matrix and update it as required.2 000 0006 000 000

Submissions shall be retuned to the Address in Annex A.III of the Notice published in the Official Journal of the European Union (OJEU) by the time and date in Section IV.3.4 of the Notice.

Applicants are reminded that failure to provide the requested information, or the provision of incomplete, false or misleading information will result in their exclusion from the procurement process.

Applicants are advised to retain a full and accurate copy of their submission.

Applicants for pre-qualification must return three (3) printed copies of their Pre-qualification Submission which shall be in a sealed envelope clearly marked " GDRDP City Centre Sewerage Scheme".

Dublin City Council is subject to the provisions of the Freedom of Information (FOI) Acts 1997 and 2003. If an Applicant considers that any information supplied is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material may, subject to the provisions of the Act, be protected from access in response to a FOI request. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer, and all subcontractors produce a valid Tax Clearance Certificate or C2 Certificate from the Revenue Commissioners. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.

Suppliers must register their interest on the etenders web site in order to be included on the mailing list for clarifications.
