Framework for the Provision of Evaluation Services of Irish Aid Country Programmes for 2011 to 2014
Irish Aid performance management system is supported by periodic independent evaluations at project, programme, sector and thematic level. The Evaluation and Audit Unit carry out Country Programme Evaluations annually. The terms of reference (ToRs) set out the scope of work for the 2011/14 period.
The evaluation of our Country Programmes provides important accountability and lesson learning functions for Irish Aid. The primary audience for the evaluations is the Minister of State at the Department of Foreign Affairs with special responsibility for Trade and Development and Irish Aid senior management including heads of mission and head of development at the relevant embassies. All evaluation reports are published externally.
Countries proposed for evaluation in 2011/14 are Ethiopia, Lesotho, South Africa, Uganda, Malawi and Timor Leste. Each evaluation will use the countries’ most recent Country Strategy Paper (CSP) and related policy documents. Details of the country programme strategies for each of these countries are available on the Irish Aid website.
While country-led approaches are central to the way that Irish Aid works, socio-political and environmental contexts will influence the progress and form of the development process. The CSPs articulate the missions’ plans for operationalising corporate objectives within the country context, and in most cases they will build upon or reflect the national Poverty Reduction Strategy Paper. Midterm reviews of each of these country strategies have also being undertaken. These plans as well as the midterm review reports are therefore the logical starting point for the evaluation.
