The National Transport Authority ("the Contracting Authority") is acting as a central purchasing body in respect of a multi party framework agreement ("the Framework Agreement") for the provision of technical consulting services for transport related projects ("the Services") with an anticipated duration of 3 years, with a possible extension, at the sole discretion of the Contracting Authority, for a further twelve months.
The list of Public Bodies that will be entitled (but not obliged) to drawdown Services from the Framework Agreement, in accordance with the rules of the Framework Agreement are set out in section VI.3 of this contract notice.

Quantity or scope:

The scope includes the provision of Engineering Consultancy Services for transport and transport related projects, including (but not limited to) the design, development and/or project management of:— Bus Rapid Transit systems,— Quality Bus Corridors and other bus improvement schemes,— Bus Priority Measures,— Cycleway schemes,— Pedestrian and/or cycle improvement schemes,— Street and/or road improvement schemes,— Junction improvement schemes,— Accessibility Improvement Schemes,— Traffic schemes or traffic management schemes,— Other ancillary schemes associated with public transport provision and overall traffic management.It is currently antipicated that for any individual call-off contract under the Framework, the services required may include any one or more of the services set out below, although they may not be limited to such services:1. Preparation/Development of Concept Designs, Feasibility Studies & Option Development;2. Advising on Health and Safety requirements, undertaking Project Supervisor Design Process (PSDP) role and reporting to the Client under the Safety, Health & Welfare at Work Act 2005;3. Undertaking Preliminary Design/ Traffic Surveys/ Site Investigations/ Identification of existing services, temporary diversions and final upgrade of services, including liaison with service providers;4. Undertaking Condition Surveys/ Accessibility Audits/ Cellar Surveys/ Structural assessments/ Dilapidation Reports/ Pavement Condition Assessment and Pavement Design;5. Undertaking Road Safety Audits and Road User Audits;6. Traffic planning and modelling;7. Preparation of Cost Estimates for Preliminary & Detailed Design Stages/ Cost benefit analyses/ multi-criteria analysis or similar;8. Frequency of contracts to be awarded:

The Contracting Authority estimates that 10 to 15 contracts may be awarded under the framework agreement in each year, with an average indicative value of each contract estimated to be 30 000 EUR and that an additional 5 to 10 contracts may be awarded under the framework agreement in each year, with an average indicative value of each contract estimated to be 90 000 EUR. These amounts represent estimates only and actual amounts may vary from these estimates.
