The city architects division of Dublin City Council administer a range of new build and refurbishment projects in residential, community and civic buildings and requires, from time to time, the services of consultant engineers to assist in achieving the annual target. Residential projects can range in size from very small values to approx. 20 million EUR, and include the following:
— New build housing and apartment schemes,
— Refurbishment work to existing housing and flat schemes,
— Enabling works in connection with Dublin City Council sites.
And with travellers accomodation housing and sites.
— "Precinct improvement" works to existing Dublin City flat.
Complexes.
— Community projects are typically part of residential developments but may be stand-alone and range in size from very small values to approx. 7 million EUR,
— Civic projects can range in size from very small values to approx. 15 million EUR and include the following:
—— New build, extension, or refurbishment works in connection with Dublin City council civic buildings (e.g. library, area office etc.),
—— Civic spaces, hard landscaping,
—— Work involving conservation or building repair and refurbishment.
It is our intention to set up a framework agreement in three lots for the provision of Civil and structural engineering consultancy services on works projects as described above. The service may be a full or partial service.
Lot 1 is for civil and structural engineering consultancy services on type 1 works projects as defined in form QC2, which are not exceeding EUR 500 000.
Lot 2 is for civil and structural engineering consultancy services on type 2 works projects as defined in form QC2, which are in the value range of EUR 500 000 to EUR 5 000 000.
Lot 3 is for civil and structural engineering consultancy services on type 3 works projects as defined in form QC2, which are not exceeding EUR 5 000 000.

Thereafter when a tender for a service is required then a minimum of five service providers from the appropriate Lot of the framework will be selected by random selection process to submit bids for that service requirement.
The process will be repeated for projects that arise during the term of the framework. A service provider who is randomly selected on two successive occasions will be omitted from the next random selection process but will be readmitted thereafter under the same rules. The random selection mechanism will consist of placing all the names of the eligible service providers in an appropriate box and, after mixing thoroughly, drawing the required number which will form the tender list. Alternatively, each eligible service provider will be assigned a number in sequence and a random number generator programme will be used to generate the required numbers for the tender list. The procedure will be witnessed by an independent third party.
