The Grangegorman Development Authority (GDA) is a statutory agency established in 2006 to redevelop the Grangegorman site in Dublin city centre. The challenge is to plan for and implement a complex, multi-phased development that provides: โ a high quality area with physical linkages to Smithfield, Phibsborough, Prussia Street, and the City Centre, โ new health care facilities for the Health Service Executive (HSE), โ new urban campus for Dublin Institute of Technology (DIT), โ new arts, cultural, recreational and public spaces to serve the community and the city, โ primary school, public library and childrenโs play spaces, and, โ complementary mixed-use development. GDA proposes to engage in a competitive process for the establishment of three (3) single-operator framework agreements for financial services as follows: โ Lot 1- economic & tax advisory services, โ Lot 2 - internal audit services: procurement and risk management, โ Lot 3 - internal audit services: governance and internal procedures. While interested economic operators will be allowed to apply for one or all of these lots, the same economic operator will not be admitted to both the economic & tax advisory services (lot 1) and internal audit services (lots 2 or 3) frameworks. This limitation has been imposed in order to avoid any potential conflict of interest as required by the European Communities (statutory audits) (Directive2006/43/EC) Regulations 2010. Description of options:
The GDA reserves the right to exercise the option referred to in Article 31(4)(b) of the Public Sector Directive / Article 32(5)(f) of the European Communities (award of Public Authorities Contract) Regulations 2006 (S.I. No. 329 of 2006) to award to the consultant under each lot new services consisting in the repetition of similar services to those entrusted to that consultant, provided such services are in conformity with a basic project for which a Contract was awarded. This option may only be used by the GDA during the three years following the conclusion of a Contract under each framework.
