Energy concession management
The Health Service Executive (HSE) invites expressions of interest from potential service providers (โcandidatesโ) to provide the following:
The proposal is to procure an experienced utilities management company who will contractually agree to a guaranteed energy reduction and provide all the energy management services, post supply. The sites will comprise buildings currently used and owned by the HSE and may include other sites used for healthcare purposes where the HSE directly or indirectly provides funds for the provision of heating, lighting and/or cooling. The sites will be grouped into 2 lots. The total number of buildings over the 2 lots will be in the region of 60. The contract will provide for the installation of new energy efficient technology by the successful candidates to achieve the energy usage reduction. The successful candidates will be required to execute a detailed service level agreement which will include measurable key performance indicators. The service will not include the purchasing of the energy.
In this part of the procurement process, the HSE is therefore inviting expressions of interest from entities who are suitably qualified and have a proven track record and expertise in the same or similar services, to enter into a medium to long term concession contract (in the region of 10 to 15 years) with the HSE.
