Dublin City Council as leading authority is proposing a project to rehabilitate in excess of 40 District Meter Areas throughout the Greater Dublin Area and the Eastern River Basin District involving some 360 km of mains renewal mostly involving cast iron and asbestos cement mains.The project comprises a set of work packages (contracts) to a total value of between Euro 50m and Euro 95m over a 4 year period, possibly longer, which is covered by this contract notice. The main funding for works under this framework will come from the Irish Government's Water Services Investment Programme. Co-funding will be provided by the Local Authorities. It should be noted that there is no guarentee with respect to this framework for a maximum or minimum amount in terms of expenditure or quantity of works. After a suitability assessment process, and an initial tender process, contractors with the 8 highest MEAT scoring will be invited to participate in the Framework, and will be invited to tender for subsequent contracts. The Framework will be comprised of up to 8 contractors over a combined construction period of 4 to 5 years. The Framework contractors will be issued separate tender documents for individual contracts with a price range of up to 5 000 000 EUR, depending on funding. Rehabilitation work will consist of all relevant trenchless techniques e.g. slip lining/swage lining/roll-down/ pipe bursting/direction drilling etc., but may also include open-cut construction. Considerable quantities of mains targeted for rehabilitation may be located in busy thoroughfares where progress could be slow.The work is likely to require trial holing to determine the proximity of other services and to determine the routes of new mains and methods of construction. On account of the nature of the work and the spatial extent of the project a number of Contractors will be required to carry out the works.The principal constraints which will require contractor compliance are outlined below:โ€” rehabilitation in accordance with specification and programme of distribution water mains and associated communication pipes,โ€” compliance with road maintenance reinstatement specifications/requirements in each of the local authorities,โ€” compliance with limited access to sites (and night work) due to traffic management requirements in each of the local authorities,โ€” operational flexibility to ensure successful management of multi-sites simultaneously,โ€” site operations will require a high degree of customer care in regard to continuity of water supplies, quality of water as well as minimised inconvenience to pedestrians and road traffic,โ€” compliance with pre-determined Key Performance Indicators (KPIs) e.g. customer off-water periods/water quality issues/key customers/temporary & permanent reinstatement periods/complaints management, etc.,โ€” ground conditions (rock/water) as would be expected in roadways, footways and verges,โ€” other utilities infrastructure (electricity/gas/telecoms, etc),โ€” supply & management of requisite pipes and fittings for network rehabilitation,โ€” working in co-operation with parallel projects e.g. domestic metering within District Metered Areas where watermain rehabilitation work is taking place, accelerated renewal of gas distribution mains, QBC (Quality Bus Corridors), LUAS light rail and Metro and other utility activities,โ€” compliance with stakeholder management strategies,โ€” contractors must have requisite training and skill sets covering watermain replacement, backfills, traffic management and reinstatement.
