Fáilte Ireland is the National Tourism Development Authority, established by the Irish Government in May 2003 to guide and promote the development of tourism as a leading indigenous component of the Irish economy. To this end, Fáilte Ireland, working in partnership with the tourism industry, provides an extensive range of support services and business solutions designed specifically to develop and sustain Ireland as a high-quality and competitive tourism destination.
Fáilte Ireland works in partnership with Tourism Ireland (who promote Ireland as a holiday destination to overseas markets) and the Northern Ireland Tourist Board (responsible for tourism development and marketing in Northern Ireland). It also leads an extensive domestic holiday campaign via ‘Discover Ireland,’ which features comprehensive information and listings for Irish accommodation, activities, events, tourist attractions and Irish holiday special offers.
Fáilte Ireland works with the tourism industry in areas including business support, enterprise development, training and education, research, marketing and regional development. With a dedicated team working across 6 regions, Fáilte Ireland offers tourism professionals and service providers a wide range of support services.
It is against this backdrop that the requirement to engage design services to assist Fáilte Ireland in the development of tourism signage plans. Fáilte Ireland requires design services which it can draw upon as required over a three year period, for the preparation of tourism signage plans for (a) tourist driving routes, (b) tourist destination areas, and (c) individual tourist attractions and amenities, throughout Ireland. The tourism signs to be designed should comply with the white-on-brown directional type signs as specified in the Traffic Signs Manual 2010. All tourism signage plans delivered as part of this contract should integrate, as appropriate, with existing and proposed signage schemes (both directional signs and tourism signs), undertaken or being undertaken by the National Roads Authority or a local authority.

The contracting authority will not conclude this framework agreement to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The statutory instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement.
