Contract 9 Provision of Engineering Consultancy Services at Kinsale Road Landfill Site, Cork

Cork City Council is responsible for the operation and management of the Kinsale Road Landfill Site under EPA licence W0012-03. The facility is situated approximately 3 km from Cork city centre and encompasses an area of approximately 70 hectares. Waste has not been accepted for landfilling at the site since July 2009. However, a Civic Amenity Site is still in operation at the site in addition to other waste activities (i.e. composting of green waste and processing of timber waste).
In accordance with the Waste Licence, approximately 28 hectares of the active area of the site has been fully restored and rehabilitated using an engineered cap. A further 7,5 hectares of the former active area of the site requires remediation. This shall entail the design of a specified engineered cap by the consultant under this contract. Cork City Council will further require the consultant, under this contract, to design infrastructure to cater for future development on this part of the site which may entail buildings and associated services, outdoor activity and recreation areas.
It is the intention of Cork City Council to appoint a Master Planner as a separate consultant to advise on the redevelopment of Kinsale Road Landfill Site to a new City Park. In this regard the design of the works under Contract 9 shall receive significant input from the Master Planner, in particular with regards to infrastructure to facilitate and service future buildings, outdoor amenities etc.
The design and construction supervision of an administration building will form part of this consultancy contract. The consultant will also be required to design suitable infrastructure to accommodate access to the landfill site from the adjacent Park and Ride Facility (also owned and operated by the City Council).
Cork City Council thereby requires the services of a competent multi-disciplinary consultant with experience in civil and structural engineering design, landfill remediation, leachate management, hydrogeology, hydrology, architectural design, sustainable design, environmental impact statements, mechanical and electrical design, project management, contract administration, cost management, landscape architecture, amenity park design and town planning. The consultant must have relevant experience and knowledge of all issues pertaining to the design and construction of facilities in an environment where landfill gas is present. Cork City Council reserves the right to appoint additional specialist advisors/sub consultants to the project as deemed necessary.
Under this contract the consultant will be required to undertake the design and prepare tender documents in accordance with Cork City Council requirements. In doing so the consultant shall comply with all applicable National and European standards, regulations and laws including National and EU procurement requirements. The consultant will be required to supervise and manage all construction works including commissioning and managing the preparation of handover documentation associated with the project. It should be noted that all work under this consultancy contract will require approval from various statutory authorities, in particular the Environmental Protection Agency (EPA).
The appointed consultant will be required to act as Project Supervisor for the Design Stage (PSDS) of the project and must have relevant experience in this area.
