Clifden Sewerage Scheme Upgrade Stage 1 - Clifden Waste Water Tretament Plant is a design, build, operate and maintain, (DBO), contract. This contract is for the design, construction, commissioning and operation of the Clifden Waste Water Treatment Plant. The operation period of the DBO contract is 20 years. The contract will include the transport of thickened or dewatered sludge from the WWTP to a sludge satellite centre. The existing Clifden WWTP provides primary treatment and discharges settled sewage into the estuary of the Owenglin River in the inner Clifden Bay. Clifden has a current population of approximately 2 200 and is serviced by a combined stormwater/sewage drainage network. As the existing sewerage infrastructure has insufficient capacity to cater for the current and projected populations and the current level of treatment is inadequate, Galway County Council have proposed a two stage upgrade to the Clifden Sewerage Scheme. This contract is for the Stage 1 WWTP, which will be designed for a population equivalent of 4 975 P.E. In order to comply with the current Urban Waste Water Treatment Regulations effluent quality parameters of 25 mg/l BOD5 and 35 mg/l SS or better are required. Based on the shellfish water quality requirements in Clifden Bay and hydrographic modelling, a Faecal Coliform (FC) limit of 1 000 No./100 ml is also likely to be required in the final effluent. A decision on whether to include a sludge dewatering plant in the scope of works will be made subject to a life cost analysis. This contract will include the construction of an inlet pump station, the waste water treatment plant and a new marine outfall into the estuary of the Owenglin RIver to replace the existing short outfall. Additional modules will be added to the treatment plant as part of the Stage 2 upgrade, which will increase the plant capacity to 9 470 P.E. Stage 2 works are expected to be implemented five years after the commencement of the Operate and Maintain element of the Contract, and will be separate to this Contract.

In the case of a non-resident tenderer, a statement from the Revenue Commissioners in lieu of a Tax Clearance Certificate will be required as to the suitability of the tenderer, on tax grounds, to be awarded the contract. Other particular conditions:
It is a condition of tender acceptance that the successful tenderer and all subcontracted specialists produce to the Council a valid Tax Clearance or a C2 Certificate from the Revenue Commissioners where appropriate. In the case of a non-resident tenderer, a statement of suitability on tax grounds from the Revenue Commissioners in Ireland will be required. Appointment is also subject to the submission of relevant insurances, certificate of CIF membership, evidence of your company's capacity to implement all statutory obligations in regard to Safety, Health & Welfare at Work Regulations, including submission of a site specific statement and any other relevant documentation as referred to in the contract documents. The successful tenderer will be required to accept the role and responsibilities of Project Supervisor Construction Stage (PSCS) and Project Supervisor Design Process (PSDP), in accordance with current, (at time of contract award), Irish Safety, Health & Welfare legislation. In this regard, any tender will only be accepted if Galway County Council is satisfied that the tenderer in question is competent and has the necessary resources available to fulfil these roles fully, throughout the Project.
