Expressions of interest are invited for the engagement by the Health Service Executive (HSE) of external expertise to provide business support in the implementation of the national policy on domestic sexual and gender based violence in the context of the national strategy 2010 – 2014.
This project comprises the following body of work divided into the following 2 lots:
— Lot 1: to support and coordinate the activities, planning and integration of two Regional Advisory Committees (RACS) within each of the 4 HSE Areas, and their associated sub-groups and local area networks (LANs) consistent with the national strategy on domestic, sexual and gender based violence 2010-2014.
Expressions of interest may be indicated for one or more areas as lots as follows:
—— Lot 1A: South (South RAC and MidWest RAC),
—— Lot 1B: West (West RAC and NorthWest RAC),
—— Lot 1C: Dublin Mid-Leinster (East RAC and Midlands RAC),
—— Lot 1D: Dublin North-East (NorthEast RAC and SouthEast RAC).

This is an Annex IIB Service and the HSE will utilise the following customised procurement procedure to deliver this project for each lot: — Phase 1 of the procurement will comprise an expression of interest process to ascertain candidate’s suitability to carry out this project. Expressions of interest will be submitted by email within a clearly defined timeframe. The procurement evaluation group will determine a candidate’s suitability to progress to the second phase of this competition based on its evaluation of the responses provided to this expression of interest in the attached expression of interest response document, — Phase 2 will comprise the issue of invitation to tender documentation to those who met the pre-qualification criteria, which will be issued by email. It is anticipated that a maximum of 12 candidates for lot 1 and a maximum of 8 candidates for lot 2 will be invited to submit tenders for this tender competition, — Phase 3 will comprise of an evaluation of tenders under exclusion, selection and award criteria based on the methodologies to be employed to deliver the specific requirements as set out in the documentation. Justification of the accelerated procedure:

Please note the required services are Annex IIB services, and accordingly only articles 23 and 35(4) of the consolidated Public Procurement Directive 2004/18/EC for the award of public service contracts, as amended, apply. This is a customised procurement process where only service providers who meet the requirements under this expression of interest document will be invited to tender. Please note that separate, distinct selection and award criteria will apply to each of the 2 lots outlined above. These will be clearly outlined further within the invitation to tender and tender response documents to be issued to those who meet the pre-qualification criteria outlined in this document. Where necessary the HSE reserves the right thereafter to enter into negotiations with suitable service providers.
